Moldovan MPs pass draft law on postponing creation of sectorial councils, district mayoralties in Chisinau till 2019

Chisinau, 27 February /MOLDPRES/ - The setting up of sectorial councils and district mayoralties in Chisinau municipality was postponed till 2019. The parliament today passed in second reading a draft law to this effect.
The bill stipulates amendments to the Law on local public administration and was forwarded by the head of the parliamentary faction of the Liberal Democratic Party (PLDM), Vlad Filat. The mentioned law provides that, starting from the date of 2015 general elections, „ sectorial councils” and „ district mayoralties” will be set up in municipality of Chisinau. Vlad Filat reasoned the need to postpone the implementation of these provisions by the fact that “creation of new territorial sub-divisions in Chisinau municipality in 2015 will generate difficulties at the level of functioning of the created authorities”.
“The legal framework in force does not stipulate the competences of these structures and either the relationship between the existing municipal authorities and the newly created ones. At the same time, no clear mechanism that to provide the way to divide incomes and distribute expenditures to the sector exists, thus being created a legal gap as to this area,” Filat said.
The decision on setting up the sectorial councils and district mayoralties in municipality of Chisinau was taken in 2006. So far, the implementation of these provisions has been postponed twice.
