Mandatory stamp for entrepreneurs to be removed in Moldova

Chisinau, 16 March /MOLDPRES/ - Prime Minister Chiril Gaburici has recently proposed the removal of the mandatory stamp for business registration, given that the electronic signature tools, including mobile signature, can successfully replace the stamp. Especially as the stamp has not been mandatory in the European countries for years, being considered optional, the Economic Council of the Prime Minister has reported.
The prime minister asked the government members to analyse the legislation in the field and come up with a string of amendments to support the business environment by cutting costs and bureaucracy in state institutions.
The secretariat of the Economic Council assists in drafting amendments to the legislation. It is estimated that, within a month, the draft will be presented at a cabinet meeting, and is to subsequently be adopted by the parliament.
In the World Bank’s Doing Business top for 2015, Moldova ranks 35th in the world in terms of the Ease of Doing Business and the stamp cost is 30 per cent of the total cost of 1,424 lei to open a business.
The Doing Business report provides data measuring business regulations and their enforcement in 189 economies and cities selected at the subnational and regional level.
Previously, the procedure of starting business has been simplified by establishing a one-stop shop at the State Registration Chamber and removing the compulsoriness to visit other institutions in the process of opening a company, with the support of the Secretariat of the Economic Council of the Prime Minister, the efforts of the State Registration Chamber, State Tax Inspectorate, National Social Insurance House, National Health Insurance Company and the National Statistics Bureau.
