Moldovan justice minister presents Venice Commission's recommendations on prosecution draft law

Chisinau, 23 March /MOLDPRES/ - The Justice Ministry has in its plans adoption of the draft law on prosecution in the present parliamentary session and its entering into force starting from 1 January 2016. Justice Minister Vladimir Grosu made statements to this effect at a today news conference, after the Venice Commission had approved the concerned bill.
Grosu said the Venice Commission had praised the draft law and made recommendations to improve it. Among the recommendations, there are: the need to clearly delimit the prosecution’s powers outside the criminal law and work out a clear mechanism of dismissing the prosecutor general. The Commission specified that, in general, to enforce the bill, it was not necessary to amend the Constitution. An exception in this respect is the provision on the procedure to appoint the prosecutor general.
Grosu said that, in the weeks to come, the working group on elaborating the draft law on prosecution was to come up with amendments to the draft, in line with Venice Commission’s recommendations. Subsequently, the draft will be presented for public debates. By next mid-May, the bill is to reach the parliament, so that the MPs manage to consider it in the current parliamentary session.
The Venice Commission adopted a positive opinion to the above-mentioned draft law in late last week.
