Moldovan cabinet approves 2015 state budget draft law

Chisinau, 3 April /MOLDPRES/ - The draft law on the state budget for 2015 was approved at a today's cabinet meeting. The draft's goal is to provide revenues for financing priority expenses and the budgetary and fiscal sustainability, taking into account the objectives of the fiscal, customs and budgetary policy for this year, the government's communication and media relations department has reported.
Thus, the parameters of the state budget for 2015 see overall revenues worth 30.3 billion lei and expenditures worth 34.3 billion lei, and a budget deficit of 3.9 billion lei. The deficit is to be covered from external sources - 2.8 billion lei and domestic ones, such as state securities worth 0.5 billion lei, issued on the primary market, recovery of state securities to ensure financial stability - 93.1 million lei.
The revenues are to increase by 2.6 billion lei or 9.5 per cent in 2015 against 2014. The biggest share of the state budget revenues will represent fiscal collections - 82.9 per cent. The non-fiscal revenues will amount to 1.1 billion lei or about 3.6 per cent. The financial support from foreign development partners (grants) is expected to stand at 2.7 billion lei, of which 0.9 billion lei will be used to back the budget, and about 1.8 billion lei - to carry out projects financed from foreign sources. The share of revenues from grants of all the state budget revenues accounts for 6 per cent.
The 2015 state budget expenses will grow by 5 billion lei or 16.9 per cent against the expenditures of 2014. Thus, about 24 per cent of all the expenses will be earmarked for education, 18 per cent for social insurance and assistance, 11 per cent for health care, 7.5 per cent for agriculture, forest and water economies, 7.5 per cent for transport and roads economy, 7 per cent for maintaining public order and national security and 4 per cent for the general purpose state services.
