Moldovan government takes responsibility for more draft laws

Chisinau, 8 April /MOLDPRES/ - The government today decided to assume responsibility for the draft law on budgetary and fiscal policy, state budget for 2015, state social insurances budget and mandatory medical assistance fund before the parliament.
Prime Minister Chiril Gaburici reasoned the need to assume the responsibility inclusively by ”the difficult situation Moldova is passing through”. ”Taking into account the difficult situation in Moldova, there is a stringent need to take a firm decision. Being a minority government, I do not think that we could expect a quick approval in the parliament. We have no time. The adoption in the parliament would mean weeks or even months. I think we have to speed it up,” Gaburici said.
The bills on which the cabinet decided to take responsibility were approved by the government on 3 April. The 2015 budgetary and fiscal policy stipulates in particular the increase of excise quota to more products, rising tax on used roads by 50 per cent and maintain the reduced quota of VAT at 8 per cent only for producers and importers of live animals necessary for reproduction, of fresh and refrigerated fruits and vegetables and cereals. The state budget for 2015 sees incomes of 30.3 billion lei, expenses of 34.3 billion lei and budgetary deficit of almost 4 billion lei.
Moldova’s Constitutions provides that "the government may take responsibility for a programme, a general policy declaration or a draft law before the parliament". If within three days after the drafts’ presentation in the parliament, a motion of censure is submitted and it is backed with the vote of majority of MPs, the cabinet will be dismissed. Otherwise, the bills that the government assumed responsibility will be considered as adopted and forwarded to the president to be promulgated.
It is not for the first time when the cabinet takes responsibility for more draft laws. The Leanca government also called on this procedure twice in 2014.
