Transnistrian delegation to JCC invokes lack of competences as to taking decision on free movement in Security Zone

Chisinau, 10 April /MOLDPRES/ - The Joint Control Commission (JCC) held an ordinary meeting in Bender town on 9 April. The commission approved two reports of the Joint Military Command on situation in the Security Zone, the Bureau for reintegration has reported.

The free movement in the Security Zone continues to be the main subject on the JCC agenda. Along the meeting, the Transnistrian delegation tried to deviate debates on this issue and proved a destructive attitude, politicising the item and invoking various unreasoned pretexts, such as the lack of powers of the Commission, that the topic was dealing with the five-plus-two talks or that taking decisions on the matter might lead to a break-up of the present peacekeeping format.

To overcome the blockage created by the Transnistrian representatives, the Moldovan delegation proposed that the representative of Russia, Ukraine and OSCE Mission to JCC monitor the situation in the district with enhanced security regime in Bender town. JCC delegations and representatives agreed, on principle, on the need to appropriately assess the situation, which was included in the text of final proposals as to free movement issue.

At the same time, the Transnistrian delegation to JCC, unwilling to assume firm responsibilities and commitments, showed duplicitous, confusing and indifferent attitude, each time making reference to having no competence and mandate to adopt punctual decisions on the item of free movement in the Security Zone.

Transnistria’s representatives evaded its obligations within the Commission and dragged its activity by invoking the pretext that the position on the discussed issues were to be coordinated with superiors of the Tiraspol top leadership. Thus, the Transnistrian delegation blocked the Commission’s activity, placing the discussions into an inert, incoherent and non-functional framework. 

Due to lack of a constructive attitude by the Transnistrian side, the Russian co-chair postponed the talks for the next meeting.
