Moldovan premier attends meeting on justice reform

Chisinau, 27 April /MOLDPRES/ - Prime Minister Chiril Gaburici today participated in a meeting of the national council for reform of the law-enforcement bodies. A report on implementation of reforms in the justice sector was presented at the event. Gaburici underlined that the justice sector reform and fight against corruption were priority in the work of the cabinet, the government’s communication and media relations department has reported.
”The government makes efforts to exclude corruption in all fields, especially in the justice system, which is at the basis of any rule of law state. This will be an encouraging signal both for the Moldovans and foreign investors, who want to open businesses in Moldova,” Gaburici said.
Gaburici made public an idea on creating a European mission to fight corruption. ”This project was also discussed with European partners and we are to launch it as soon as possible. The goal of this mission will be to enhance the capacities of law-enforcement bodies in charge of fighting corruption, to take over and implement good practices of the European states,” Chiril Gaburici said.
Gaburici made a proposal to create a single centre to reform law-enforcement bodies, by permanently detaching the best specialists of the Interior Ministry, Justice Ministry, General Prosecutor's Office, National Anticorruption Centre, National Integrity Centre, representatives of civil society and foreign experts. Gaburici added that this centre would serve as platform to analyse, coordinate, work out policies and standards and would supervise the activity of institutions in charge of justice reform.
”The specialists of this centre are also to set a list of priority actions in order to move forward the reform. I want the effects of reforms we implement to be visible, not to remain only written on paper, but be felt by citizens,” Gaburici said.
Attending the meeting of the national council for reform of law-enforcement bodies was President Nicolae Timofti. The head of state reiterated that the justice reform was an indispensable premise for strengthening the state based on the rule of law, fighting corruption, achieving European integration and developing the country economically.
At the meeting, the justice minister unveiled a report on the degree of enforcement of the justice sector reformation strategy for 2014. According to Minister Vladimir Grosu, last year, the ministry carried out the scheduled and falling due actions at the level of 69 per cent. The main achievements announced by the minister were advancement of the Prosecution reform, adoption of the law of judges’ disciplinary liability, reducing magistrates’ immunity, establishing new procedures of selection and assessing performances of judges.
Participating in the event were also Head of the European Union Delegation to Moldova, Ambassador Pirkka Tapiola, members of the Superior Council of Magistracy, Supreme Court of Justice, National Anti-Corruption Centre, National Integrity Centre, development partners, NGOs’ and media representatives.
