E-parliament concept to be implemented in Moldova

Chisinau, 30 April /MOLDPRES/- The e-parliament concept is to be implemented in 2015 meant to increase the level of transparency of legislative process. Parliament Speaker Andrian Candu made the statement while unveiling a study on efficiency of corruptibility in 2014, carried out by the Centre for Analysis and Prevention of Corruption, the parliament’s communication and public relations department has reported.

“It will be a smart system that is already implemented in several parliaments in the world and allows informing in real time about the draft laws registered in parliament and about the legislative process in general”, the speaker said.

Candu noted that the new information system would contribute to enhance quality of MPs work and officials from the parliament, would offer possibility to coordinate documents in real time, reducing waste of time related to collection and distribution of documents, would allow to all those interested people to have access to documents in electronic version at any time and in any place where there was internet. The speaker said that parliament identified solutions to improve the quality of parliament’s website.

Candu noted that the parliament was open to proposals came from the Centre for Analysis and Prevention of Corruption to make the legislative process more transparent, as well as to perfect legal framework. The speaker appreciated the work by anticorruption experts, pointing out that the studies’ results were used by the parliament’s legal department, standing committees and MPs. “The study on efficiency of corruption expertise for 2014 is a useful analysis for parliament, on which basis we have to make conclusions and to correct certain realities where there is possibility”, he said.

Centre’s head Galina Bostan presented the study’s conclusions and main tendencies of legislative process in 2014, including a string of recommendations for optimizing the parliament’s activity. At the same time, Bostan announced that the centre would back implementation of the e-parliament concept.

The study on efficiency of corruption expertise in 2014 presents an analysis of corruptibility risks in draft laws considered by parliament and recommendations on their removal and improvement of lawmaking process. The centre has carried out out similar studies since 2006. So far, four surveys on efficiency of corruption expertise have been elaborated, about 700 draft laws being analysed.
