Electronic reporting to state to become more effective, safe, in line with all European standards in Moldova

Chisinau, 26 May /MOLDPRES/- Prime Minister Chiril Gaburici has recently demanded the use exclusively of the qualified advanced electronic signature for signing documents in legal relations of authorities with citizens and entities subject of the private law, including on the purpose of reporting online to authorities, according to the Economic Council of the Prime Minister.
Thus, the concerned order (No 3704-08) refers to the provisions of the Law No 91 from 29.05.2014 on electronic signature and electronic document (hereinafter Law), which stipulates that "it is not allowed to use of simple electronic signature and non-qualified advanced electronic signature to sign electronic documents in legal relations, of legal entities of public law, with private people and legal entities of private law."
The qualified advanced electronic signature has the same legal power as the handwritten signature applied on paper, used in the relations of legal entities of public law with other private people or legal entities, so that the economic agent will use only one signature for all the state institutions. In this context, the operational costs related to the use of electronic signature will be essentially reduced.
Moreover, the validity term of public key certificates of qualified advanced electronic signature is to be extended (up to 5 years), to ensure comfort and optimization of costs of use of electronic signature; this will contribute to reducing efforts of time and costs to get it.
The instruction adopted by Prime Minister Chiril Gaburici also established the obligation to issue only qualified advanced electronic signatures. The compulsoriness was set in order to sign the content of the electronic document from the automated information systems, held by legal entities of public law. This will help essentially optimize the costs related to their issuance, as this will reduce the spending needed to get other types of electronic signature for those holding a qualified advanced electronic signature.
The prime minister's request was preceded by the working group's recommendations on improving the national reporting framework, made up of experts of the Secretariat of the Economic Council of the Prime Minister, Economics Ministry, Finance Ministry, National Statistics Bureau, National Social Insurance House, National Health Insurance Company, State Fiscal Service, E-Government Centre and Labor, Social Protection and Family Ministry.
