Moldovan, Transnistrian drivers, injured parties rights to be insured

Chisinau, 1 June /MOLDPRES/ - A system of mandatory insurance of civil liability for drivers from the breakaway Transnistrian region was established starting from today, the Bureau for Reintegration has reported.
This will make it possible to compensate the injured parties in traffic accidents by ensuring the financial accountability of the driver found guilty of the eventual accidents, which is an absolute novelty in the region. Till now, drivers and vehicles with Transnistrian plates have moved without insurance, making it almost impossible to recover the damages they were causing.
The introduction of the motor third party liability insurance (MTPL) by the Tiraspol administration is the result of negotiating a "framework mechanism of cooperation between insurance agents on the both sides of the Dniester River in the field of contracts of mandatory insurance of motor civil liability", approved on 8 May by the political representatives from Chisinau and Tiraspol, Victor Osipov and Nina Shtanski. The mechanism will be enforced by operators in the field - the Transnistrian administration has authorised a single company (Универсальные Страховые Системы/ Universal Insurance System), and with regard to the rest of Moldova, 11 companies signed the agreement and another three are considering the possibility.
The framework mechanism of cooperation between insurance agencies solved the problem of double insurance for drivers of transport means registered in Moldova when travelling through the Transnistrian region. In exchange, the authorities create conditions to guarantee the rights of drivers and injured parties in the event of an accident by paying the insurance claims, regardless of place of issuance of the policy or the site of the traffic accident.
The concerned mechanism was drafted within the sectoral working groups for motor transport and road infrastructure between Chisinau and Tiraspol, with the involvement in consultations of insurance agencies and professional associations, as well as under the coordination of political representatives in the Transnistrian conflict settlement.
