Finance ministry to be only institution with duties of coordinating, managing foreign assistance in Moldova

Chisinau, 25 September /MOLDPRES/ – The Ministry of Finance (MF) will become the sole authority of the central public administration (APC) with the function of coordinating and managing the external assistance (both financial and technical), according to a Government decision, approved on Wednesday, 25 September.
At present, MF acts as a single point of contact/control in relation with external development partners and public authorities (AP) regarding the proposals of projects or programmes of external assistance, at the same time having as liability the management of external financial assistance, while the State Chancellery (CS) is responsible for external technical assistance projects/programmes.
The focus of coordination and management function of external assistance is determined including by the deficiencies within clear delimitation of competences and functions of the authorities involved in coordination and management of external assistance, mention the project authors. Also, the reform is dictated by confusions that may arise in the circle of development partners, taking into account that in the most frequent cases the projects and programmes of external assistance include both components: financial and technical. Therefore, MF will assume full responsibility in the field of external assistance.
