Moldovan prosecor general asks for opinion of international organizations on situation in Prosecutor General's Office

Chisinau, 19 August /MOLDPRES/ - The Prosecutor General’s Office (PG) appeals to the Venice Commission, the Consultative Council of the European Prosecutors of the Council of Europe, International Association of Prosecutors and the diplomatic corps accredited in Moldova, asking them for the viewpoint in the context of the amendments adopted by the parliamentary majority. Moldova’s Prosecutor’s General Aleksandr Stoianoglo made statements to this effect at a news briefing todays.
Stoianoglo reminded that ‘’in Moldova, just as in any other state pretending to be democratic, the legislative, executive and judicial powers are separate; yet, they cooperate from positions of equality and in conditions of loyalty for carrying out the prerogatives, without attempting against the independence and impartiality of one another.’’ ‘’I stress that, under Moldova’s Constitution, the Prosecutor’s Office is an autonomous public institution within the judicial authority and obeys only the law. Except for the internal hierarchic control, the only authority which carries out the procedural control of the prosecutors’ work is the judicial system and in no case the Presidency, Parliament or Government,’’ Aleksandr Stoianoglo said.
In this context, the official referred to a lack of dialogue with the Moldovan Presidency. ‘’The Prosecutor’s Office has repeatedly tried to establish a compliant dialogue, based on mutual respect and a constructive relation with the head of state. Unfortunately, our efforts have been in vain,’’ Stoianoglo noted. In the context, the prosecutor general urged the Moldovan president to re-put the work of the Supreme Security Council (CSS) in lawfulness. ‘’At the same time, we appeal to the Constitutional Court with a notification on the control of the constitutionality of the Prosecutor General’s inclusion in CSS,’’ Stoianoglo also said.
At the same time, the prosecutor said that he had been transparent on any ‘sensitive file.’’ ‘’The denying of any achievements of prosecutors, taking a blind eye on them, groundlessly underestimating the work of prosecutors at instrumenting of tens of thousands of files under procedure, manipulating and misinforming the society about the ‘’lack of results in investigating the bank fraud’’ and this in conditions when, in one year and half, the Prosecutor’s Office turned the investigation’s optics to 180 degrees against the things mimed till not so far ago. In conditions when, in one year and a half, and in the restrictive conditions imposed by the pandemic, prosecutors finished and sent to court tens of files on the former heads of the National Bank of Moldova, of other banks, involved in this scheme, managers of the insolvency process, employees of the Shor Holding and other people involved in the one-billion-dollar theft, on the assets of which distraints were levied of about 3.1 billion lei,’’ the head of the Prosecutor General’s Office said.
According to Stoianoglo, the investigations continue on a multitude of episodes which occurred in 2010-2015, which also make the object of the ‘’one-billion-dollar-theft’’ file and we will advance to the phase when not only the organizers and beneficiaries will be called to account, but also those who voted the government decisions which allowed the embezzlement of the national banking system. ‘’The same is with the other files on which they speculate so much: Kuliokul (The Bag), Bahamas, Platon, Laundromat, the Concession of the Airport. I informed the wide public about each file, presenting solutions and their reasoning,’’ the official emphasized.
Alexandr Stoianoglo reiterated that he was prepared to publicly answer to all charges. ‘’You can daily polemize on the subject of my dismissal; yet, I state already now that the Prosecutor General’s Office will not accept indications and will not act to order and emotions,’’ the prosecutor general said at the news briefing.
