Chisinau, April 20 /MOLDPRES/- The promulgation decree and the law on subsidies in agriculture and rural environment was published in today's issue of the Official Journal.
The new law sets the principles of the state's subsidy policy in agriculture and rural environment; the powers of the public administration authorities in subsidies in agriculture and rural environment; subsidy forms and conditions; particularities of the procedure for receiving and examining subsidy applications. The subsidy measures and conditions are to be set by the government.
Farmers, private people or legal entities carrying out activity in the rural environment or in agriculture, other than farmers, administrative-territorial units, local action groups, organizations in the research and innovation, as well as educational institutions with an agro-industrial profile will be able to benefit from subsidies. Legal entities whose founders, shareholders, associates, administrators or beneficial owners are registered or reside in jurisdictions that do not implement international transparency standards are not eligible for subsidies.
The main source of funding will be the National Fund for development of agriculture and rural environment, amounting to 1.5 billion lei. The Agency for Intervention and Payments in Agriculture will be the authority responsible for managing and controlling the financial means from the National Fund for development of agriculture and rural environment, as well as those from development partners.
The law enters into force on the date of its publication in the Official Journal of the Republic of Moldova, except for some articles. The Government, within 6 months from the date of publication of this law, will bring its normative acts in accordance with this law and will ensure the elaboration of the normative acts necessary for its implementation; will ensure the review and repeal of the normative acts of the central public administration authorities that contravene this law.
