Moldovan Liberal Democrats' leader proposes amending Law on local public administration

Chisinau, 5 February /MOLDPRES/ - The leader of the Liberal Democratic Party (PLDM), Vlad Filat, registered a draft law on amendment of the Law on local public administration with the parliament’s Standing Bureau today.
The mentioned law sees that, starting from the date of the 2015 local general elections, “district councils” and „district mayoralties” would be set up in Chisinau. The concerned bill proposed to postpone these provisions till 2019. According to a press release by PLDM, the draft law was worked out in order to avoid confusing situations dealing with the setting up and working of new local public administration authorities from the Chisinau municipality.
„The creation of new territorial subdivisions in the Chisinau municipality starting from the date of local general elections in 2015 will generate difficulties as to the functioning of the set up authorities. The legal framework in force does not provide powers for these structures and neither ties between the present municipal authorities and the newly-created ones,” the information note to the bill says.
At the same time, the note also says that there is no clear mechanism which would provide for the way to distribute incomes and expenditures to the district, taking into account that the single addressee of these incomes is the Chisinau municipal budget.
