More Moldovan high officials provide information on financial market situation in parliament

Chisinau, 8 May /MOLDPRES/ - More high officials were heard regarding the implementation of the provisions of a decision adopted by MPs in past March, after hearing the investigation’s commission report on situation on the financial and banking system, at a parliament meeting on 7 May.

The head of the National Anticorruption Centre (CNA), Viorel Chetraru, said that the financial resources stolen from the Banca de Economii (State Saving Bank), Banca Sociala (Social Bank) and Unibank were in the country and may be recovered. Chetraru added that, since 2013 and so far, 22 criminal cases had been started, as to credits provided to Banca de Economii. ”The prosecutors do not have a formalised conclusion regarding the amount of damage, who stole and who is responsible for this. Presently, prosecutors have no such conclusion,” Chetraru said.

Prosecutor General Corneliu Gurin said that, during 2010-2014, the prosecution and CNA remitted to the court 10 criminal cases as to getting credits by cheat. Gurin added that another 8 criminal cases regarding former members of the credit council and a former BEM chair were sent to the court as to violation of credit rules. ”In some of these banks, money was stolen inclusively with bags. Effectively, one entered deposits, got out packets of money and brought them to managers of these branches,” Gurin said.

Deputy Head of the Intelligence and Security Service (SIS) Vadim Vrabie said that the service was carrying out investigations in order to clear up circumstances when fraudulent transactions at these three banks had been made. ”SIS ordered the investigation of aspects of possible involvement of foreign factors and organisations to initiate a system crisis, danger about which we informed the state’s authorities. SIS has anticipated the risks of destabilisation of situation on the financial market,” Vrabie said.

The head of the Competition Council, Viorica Carare, said that the council had initiated an investigation on possible violation of the Law on competition by actors on the financial market when setting the exchange rate. When the council is to have the investigation results, these will be presented to the MPs.

Prime Minister Chiril Gaburici and Governor of the National Bank of Moldova Dorin Dragutanu also provided explanations on this issue.
