Moldovan speaker attends event on 25th anniversary of Prosecutor General's Office

Chisinau, 27 January /MOLDPRES/- Reformed prosecution has all the prerequisites to ensure that all Moldovan citizens feel that law is one for all. Parliament Speaker Andrian Candu made the statement at a ceremony organized on the 25th anniversary of Prosecutor General’s Office, the parliament’s communication and public relations department has reported.

“After 25 years of its existence and after the reform set as a priority by the current government, we are entitled to ask for strong results and I am sure that prosecutors are able to provide them. Through parliamentary control over implementation of laws, the parliament will be involved in, because we, all inhabitants of this country, want justice and changes”, Candu said.

The speaker referred to the legislation related to the prosecution reform passed by the parliament last year, after a long process of preparation and institutional efforts. He said the legislation needs time to be implemented, but already some effects of the reform were felt by certain categories – high officials, customs officers, policemen and judges investigated and convicted for corruption.

“The prosecution reform migrated steadily years in a row from a strategic document to another, from one government programme to another, but it failed, mainly because of the political factor. The new law on prosecution and the related framework integrate the prosecution into a justice system where the people’s rights and interests are a priority, and the basic focus is specialization, independence and professionalism of prosecutors. The law was drafted with the support of a group of experts and prosecutors, consulted with experts of the Venice Commission and subject to several rounds of public debates”, he said.

The speaker approached the new provisions of the legislation, which have made changes in organizing and functioning of the prosecution. It is about removing political factor of justice by setting up independent mechanisms for appointing, financing and promoting of prosecutors. Other reform elements are related to the creation of a system for prosecutors to take achievements and failures, as well as the specialization of prosecutors for efficacy.

“I am confident that the legal norms and effective actions of the anti-corruption prosecutors had an important role in increasing resistance and intolerance to corruption. At the same time, the degree of discomfort to corrupt is on the rise in Moldova. Taking over best practices from other European states in terms of corruption crimes investigation is a factor of great interest, given the anti-corruption efforts we promote”, the speaker said.
