Moldovan cabinet proposes changes to composition of Superior Council of Magistracy

Chisinau, 18 October /MOLDPRES/ – The Government proposed on Friday, 18 October, at its meeting, changes in the composition of the Superior Council of Magistracy /CSM/, the government’s communication and protocol department has reported.
Thus, it was decided to supplement CSM with two more members, which are to be elected by public contest by the Ministry of Justice /MJ/ from the law lecturers. Therefore, the number of members of CSM will be extended from 12 to 14 ones. The amendment aims to exclude any incidents regarding the quorum assembly for examining some issues regarding the career of judges. Also, there have been proposed provisional measures to suspend the head of the court, if he is suspected of corruption and influence trafficking, until the completion of the verification procedures. Also, the choice of CSM judges has been changed: one judge will be elected from the Supreme Court /CS/, two – from the Court of Appeal /CA/, and three from the judges. This will ensure a proportionate representation of the number of judges present in the respective courts.
– The European Investment Bank /EIB/ will grant a loan of €100 mln to Moldova. The loan will be used for implementation of project: Solid Waste in Moldova, the total value of which amounts up to €200 mln. The project envisages the development of infrastructure and services at national and local levels for protection of environment and consistent management of solid waste. The rest of the money will be accessed from other external development partners. The EIB loan will be disbursed in several installments, the first being estimated at €25 mln.
"It is a project that had long been functional, but there was no responsibility and interest in the central public administration /APC/. The environmental issue is a priority for current Government, and the signing of this agreement is a prime example on it. We shall insist and look for additional sources so that we can solve the issue of properly collecting and storing waste throughout the country. Because that means the quality of water, quality of soil and, finally, the health of the citizens of Moldova”, declared Maia Sandu.
– Another important item on the agenda of the meeting of the Cabinet of Ministers /CM/ was the approval of the Regulation on granting subsidies for improving the standard of living and work in rural areas. Thus, it will be implemented a series of rural development measures, which will eventually stop the economic and social decline, including combating the phenomenon of village depopulation. In this respect, there will be implemented projects to develop public infrastructure (public roads, streets) and services provided to the rural population (construction and rehabilitation of water and sewerage networks), but also start businesses in non – agricultural fields. The regulation aims to create at least 50 projects yearly for improvement and development of public infrastructure, provide quality services for about 250,000 beneficiaries annually and develop at least 30 new businesses each year, which will generate over 130 places of work. The implementation of the project provides for the annual allocation of up to 15 per cent of the financial means of the National Fund for Development of Agriculture and Rural Environment /FNDAMR/.
– It was approved the creation of Genetic Fund /FG/ for agricultural crops. A project in this regard was carried out by the Ministry of Agriculture, Regional Development and Environment /MADM/ and refers to activities to supplement, extend, restore and renew genetic resources. If until now, there were financed only the activities related to the genetic background of fruit crops and the one of the vine, the new normative act comes to regulate all the works related to creation, maintenance, development, management and financing of FG of the main agricultural crops – of field, vegetables, fruit trees, walnuts, bakers and vines. The FG of agricultural crops will constitute a national heritage protected by the state and it will play an important role in sustainable development of the agrifood sector. The budgetary means for the creation and management of FG will be envisaged and allocated in the manner established from 2020.
– Moldova takes another step towards harmonising national legislation with that of EU. This time, it was approved the sanitary – veterinary norm, which provides for isolation and quarantine of living aquatic animals that are imported into Moldova: fish, crustaceans and molluscs. As such, the aim is to minimise the risks of introduction, dissemination and appearance of outbreaks of infections, but also protect the territory of Moldova from penetration of notifiable diseases, declarable and quarantine diseases. In addition, Moldova will thus ensure its status as a free country. The action is part of the National action plan for implementation of the Association Agreement Moldova – EU for 2017 – 2019.
– The visa regime of Moldova and Morocco will be abolished. An Agreement to this effect was approved today at the meeting of the Cabinet of Ministers. The intergovernmental treaty provides for the entry, stay, exit and transit without visas of the territory of the two states, for holders of diplomatic, service and special passports. The agreement is to be concluded for an indefinite period and aims to develop and strengthen the relations of collaboration and friendship between the two states by facilitating travel for business people.
