Joint Control Commission discusses situation in Security Zone

Chisinau, 1 October /MOLDPRES/ - The situation in the Security Zone and the work of the peacekeeping mechanisms were in the focus of the Joint Control Commission (JCC), which held a meeting in Bender today, the Reintegration Policies Bureau has reported.    

Moldova’s delegation expressed concern about the vehement opposition of Transnistrian region’s representatives to initiate discussions and take decisions on an older subject concerning the illegal setting of so-called ‘’border guards’’ in the Security Zone. The issue has been tried to be included on the agenda ever since July 2019, at a proposal by Russia’s delegation. According to the JCC regulation, the formation of the agenda takes place by the sides’ consensus and as long as the issue is not on the agenda, the Commission cannot adopt a decision to this end.

The participants in the meeting tackled aspects on the way the Joint Military Command worked starting from 12 March this year, when Tiraspol’s representatives blocked the activity of the military observers. The situation resulted in the failure to carry out a regulatory documentation of the illegal posts and other impediments abusively set under the pretext of combating the pandemic. The military are to report to the Commission the reasons for the non-movement of military observers to check the infringements detected.   

The participants in the meeting continued considering the issue of the control and crossing point No 9 (left) of the Joint Peacekeeping Forces, with the other decision not taken. The Moldovan side proposes the taking of this military object under its subordination, in order to provide proper conditions for fulfilling the service.  

During the hearing of the weekly report of the Joint Military Command, Moldova’s delegation signaled a new infringement of the regime established in the Bender city – district with enhanced security regime. Thus, on 27 September 2020, the structures subordinated to Tiraspol organized a mass meeting with the participation of servicemen accompanied by a presentation of fire guns. The event was not notified preliminarily, was held without the acceptance of the Joint Control Commission and neither was reflected in the report of the Joint Military Command.     

In the context of the presidential elections due on 1 November 2020, Moldova’s delegation said that the authorities would involve in the ensuring of public order only the forces of the territorial subdivisions of the Police General Inspectorate, deployed in the Security Zone. Concomitantly, the Moldovan delegation demanded the ensuring of citizens’ free movement in the security Zone. The delegation also called on the co-heads of the Commission, representatives of Ukraine and OSCE Mission to contribute to ensuring the public order. If unordinary situations happen, the Moldovan delegation proposed the involvement of the law-enforcement bodies in interaction with the military observers, as well as with representatives of Ukraine and OSCE Mission in the Joint Control Commission.
