Moldovan education ministry changes process of teachers' attestation

Chisinau, 21 October /MOLDPRES/ - The Education, Culture and Research Ministry (MECC) today approved the Regulation on attestation of teachers from the general, vocational education sectors and from the structures of psycho-pedagogical assistance. The Regulation was registered by the Justice Ministry in the state register of departmental normative acts.    

The document gives teachers possibility to re-employ in the education system and to be awarded the didactic rank earlier held, the validity term of which expired on the period of absence from the system. Also, the document encourages teachers with special performances and outstanding results of pupils to aspire to the awarding of the first and higher didactic ranks, as exception, before term; gives right to methodologists to ask for the didactic rank held at the discipline taught and decentralizes the procedure of confirmation of the higher didactic rank from the republican level to the district/municipal level.     

At the same time, MECC excluded the working out and presentation of reports on self-evaluation and the methodological works, replacing them with the following exams: Interview of assessing the professional competences and the Practical examination – presentation of successful product/project from the education practice, in the case of awarding the first and higher didactic ranks; exam Case study, if the didactic rank two is awarded/confirmed.  

The provisions of the new regulation on attestation are enforced starting from the attestation session 2020-2021. The institutional stage is to take place on the period October-February of the academic year, through the carrying out of education activities at the education institution, activities provided for in the previous regulation too. ‘’The district/municipal/republican stages of attestation will be held on the period April-June, by taking the new exams: Case study, Interview of assessing the professional competences, presentation of successful product/project from the education practice,’’ according to the education ministry.    

At the same time, the ministry initiates the programme of online training of specialists in charge of attestation, in order to implement the new regulation on attestation. The trainees will be explained the new stipulations of the regulation on attestation and will be trained for the elaboration and evaluation of the professional competence examinations.  

The training sessions will take place on 26-29 October 2020, according to the earlier established schedule.
