Moldovan cabinet approves medium-term budgetary framework for 2021-2023

Chisinau, 28 October /MOLDPRES/ - The cabinet of ministers, at a today’s meeting, approved the medium-term budgetary framework (2021-2023), worked out against the background of the impact of COVID-19 and of the national calamities on the economy.
According to the government’s communication and protocol department, the document presents aspects dealing with the management of the budgetary challenges and optimization of the public spending, in order to combat the effects of the pandemic and re-launch the economy. The strategies proposed were coordinated with the development partners and will guide the authorities at the planning of local budgets and the state budget for the next three years.
„Considering the fulminant developments of the situation, we can have a degree of skepticism as to the relevance of this document for all the three years; yet, certainly, it will serve as base of the budget for the next year. The Finance Ministry has already submitted the limits of expenses to all ministries. Next year, it is important that we return to actions of backing the economy,’’ Prime Minister Ion Chicu said at the meeting.
The PM noted that the budgetary parameters for 2021 had been agreed upon with experts of the International Monetary Fund. The investments in infrastructure remain priority for the government. ‘’The expenses for the roads’ infrastructure will remain at the least at the level of this year. Besides the 300 million lei we have, traditionally, in the National Ecological Fund, we will additionally earmark 200 million lei to finish the projects dealing with the water and sewerage supply,’’ Ion Chicu also said.
In the context, the prime minister said the government had advanced in the negotiations on the signing of a new programme with IMF. The bureaucratic processes are to be completed till 20 November. ‘’We have all premises that we will have a new programme with this financial institution, which is the guarantee of the country’s macro-economic and budgetary stability,’’ the PM added.
