Chisinau, 23 November /MOLDPRES/ - Prime Minister Ion Chicu, after a today’s joint meeting of the Moldovan top leadership, said that the budgetary and fiscal policy for 2021 would provide more flexibility to the Local Public Authorities (APL) for some taxes, the government’s communication and protocol department has reported.
„The cabinet will not give up the idea to cap the local taxes, as this is a measure of protecting the business from not quite inspired decisions by some local public authorities. I saw speculations made by representatives of associations or mayors, which are groundless – the transfers from the state budget will cover all expenses needed for APL,’’ Ion Chicu said.
Also, the PM noted that the budget and the budgetary and fiscal policy for 2021 provided for measures of backing the business environment, given that, against the background of the pandemic, the business would have to be supported by the government in continuation.
One of the most important measures is maintaining the jobs, through subsidizing the taxes related to salaries. As much as 300 million lei will be allocated for this at the first stage, exclusively for the subsidization of taxes related to employment of the people who have no relations with the budget at the moment.
„If employers employ people from outside Moldova, either they come from higher schools or people who have been unemployed for more than one year, in such conditions, the state budget will subsidize the taxes on salary, which means the exemption of 42-45 per cent of the payments related to the salary fund. This is a quite significant support; we hope that we are sure that this instrument will be helpful for the economic agents which work and pay salaries officially,’’ the prime minister said. He voiced hope that the parliament would further work equally cooperatively as at the last meeting.
„O saw that the factions supported including the draft law on enhancing the independence of the National Bank of Moldova (BNM). I saw that the lawmakers can consolidate their efforts when important drafts for the country must be voted or such drafts will have to be backed in continuation,’’ Ion Chicu said.
The things have improved in agriculture; the first-groups crops were sowed, which means that the country’s food security will be ensured. ‘’I hope that the problems dealing with drought will remain this year and in 2021, once the budget and the budgetary and fiscal policies are voted, we will enter a better calmer year, a year when our society will consolidate around good projects for Moldova,’’ the PM specified.
Given that the pandemic situation stays complicated and worsens not only in Moldova, but also all over the world, the prime minister ended his statements by making a call to the society. ‘’ We should be attentive, cautious; please, wear masks. I saw the decision of the Chisinau Commission; we ask the citizens to comply, as the health is first of all, in your hands. We continue backing the physicians, continue to increase the salaries and endow hospitals with equipment; there are free places in hospitals; yet, this does not meant that they will not be exhausted, if we continue this tendency. We must join our efforts,’’ the prime minister added.
