Moldovan government approves notification on amendments to draft state budget law for 2021

Chisinau, 14 December /MOLDPRES/ - The cabinet of ministers today approved the notification of the MPs’ amendments to the draft state budget law for 2021.
According to Finance Minister Serghei Puscuta, 138 amendments were submitted, which contain about 1,100 requests, through which additional resources and redistributions of allocations worth 1.9 billion lei are demanded.
Thus, as a result of considering the amendments and revising the budget allocations, including in the draft state budget law for 2021, approved by the government, the cabinet members fully or partially backed the amendments which refer to the providing in 2021 of a one-off financial support worth 1,000 lei to the beneficiaries of pensions and state social allocations, the monthly quantum of which do not exceed 4,000 lei. The concerned proposal fits into the pro-active policies of enhancing the social protection of the beneficiaries of pensions and social allocations and is proposed to be covered at the expense of partial diminishing of the allocations envisaged for the programme on repair of national public roads, local roads, village roads and streets, amounting to 900 million lei.
"To provide the one-off support worth 1,000 lei, financial resources of 696.6 million lei will be directed, which are to be provided for transfers to the state social insurances budget. Also, the cabinet fully backs the amendment concerning the Central Electoral Commission for the repair and purchasing of computer technology, in the context of the next elections, worth 8.5 million lei, at the expense of diminishing the allocations seen for the government’s reserve fund,’’ Serghei Puscuta said.
At the same time, the cabinet members supported some of the amendments which propose changes to the single salary payment system in the public sector, through extending the authorities to which derogatory reference values are to be applied at the salaries’ calculations. This discordance will be solved during time, following the gradual increase in the reference value and eliminating the derogatory ones, the foremost goal being the setting of a single reference value in the public sector.
"Also, decision-makers do not back the amendments on the redistribution of the allocations seen in the draft budget, through the diminution of budgets of some central public authorities, as they have an impact on the general indicators of the state budget and will affect the functional capacities of these authorities. The proposals to the budget were coordinated with the central public authorities and, if necessary, their budgets will be supplemented or diminished at the stage of amending the annual budget law, in accordance with the provisions of the legislation,’’ the finance minister noted.
According to the official, the requests of financial means meant for the local public authorities for capital expenses amount to 422.7 million lei. Given that these demands considerably exceed the financial possibilities and, to a great extent, they are assigned to developing the roads’ infrastructure, the cabinet members identified possibilities of redirecting on these purposes of financial means from the programme on repair of national public roads, local and village roads, as well as streets (which were to be distributed under cabinet decision) – 203.1 million lei and general actions – 100 million lei.
The distribution of these financial means to local public authorities and on concrete objects rests with the MPs and is to be adopted at parliament meeting, without exceeding the general parameters of the state budget.
