Chisinau, 16 December /MOLDPRES/- The government's decision to approve the notice of the amendments of the MPs to the draft state budget law for 2021 was published in the Official Journal today.
138 amendments including 1,100 requests were submitted to the draft state budget law for 2021, requesting additional resources and redistributions of allowances worth 1.9 billion lei.
Thus, following the examination of the amendments and the revision of the budgetary allocations included in the draft law of the state budget for 2021 approved by the government, the amendments on granting in 2021 of one-off allowance worth 1,000 lei for beneficiaries of pensions and state social allowances whose monthly amount does not exceed four thousand lei were fully or partially supported. The proposal is part of the pro-active policies to increase the social protection of beneficiaries of pensions and social benefits and is proposed to be covered by the partial reduction of the allowances provided for the national, local roads and streets repair program worth 900 million lei.
Also, the amendment referring to the Central Electoral Commission for the repair and purchase of computer technology in the context of the next elections amounting to 8.5 million lei is fully supported, due to the decrease of the allocations provided for the government reserve fund.
At the same time, some of the amendments proposing changes to the unitary salary system in the budgetary sector by extending the authorities to which derogatory reference values should be applied to the calculation of salaries have not been supported. This discrepancy will be resolved over time, following a gradual increase in values and the elimination of derogations, the primary objective being to establish a single benchmark in the budgetary sector.
Also, the amendments on the redistribution of allocations provided for in the draft budget, by reducing the budgets of some central public authorities are not supported, as they have an impact on the general indicators of the state budget and will affect the functional capacities of these authorities. The budget proposals have been coordinated with the central public authorities, and if necessary, their budgets can be supplemented or reduced at the stage of amending the annual budget law, in accordance with the provisions of the legislation.
The requests for funds for local public authorities on capital expenditures amount to 422.7 million lei and given that they considerably exceed the financial possibilities and mostly they are earmarked to the development of the road infrastructure, possibilities have been identified for the purposes of funds from the program - 203.1 million lei and from general actions - 100 million lei.
The distribution of the funds on local public authorities and concrete objects is up to the deputies and is to be adopted in the parliament without exceeding the general parameters of the state budget.
