Decision No 38 of National Extraordinary Public Health Commission from 16 December 2020

Chisinau, 16 December /MOLDPRES/ - Under the Article 58 from the Law No 10/2009 on the state supervision of the public health sector (Official Journal, 2009, No 67, Article 183), with the subsequent amendments, of the Law No 1073/1996 on the swearing in office of Moldova’s President, as a result of the analysis of the evolution of the epidemiological situation, the National Extraordinary Public Health Commission (CNESP) finds out that the epidemiological situation is constantly is worsening, being determined mainly by the negative tendencies of the evolution of the epidemic process in all administrative and territorial units of the country. To ensure the optimum conditions of epidemiological safety at the ceremony of swearing in office of Moldova’s President, as well as observe the measures of prevention and control of the COVID-19 infection, CNESP     

DECIDES:

1. The ceremony of swearing in office of Moldova’s President, scheduled to be held at the headquarters of the Palace of the Republic on 24 December 2020, will be carried out with the observance of all measures of prevention and control of the COVID-19 infection. The duration of the ceremony will be 2 hours at the most, the number of participants – not more than 250 people.   

2. The organizers are entrusted with ensuring the observance of the measurers of prevention and control of the COVID-19 infection at the ceremony of swearing in office of Moldova’s President, provided for in the present decision.  

3. Compilation of the list of epidemiological record of the participants in the event according to the model: family name, first name, phone number, official address, email address and its presentation to the bodies empowered by the law, with the observance of the norms in force as regards the protection of personal data.   

4. Ensuring the thermometry of each participant in the ceremony, at the entrance into the Palace of the Republic. The people with the body temperature higher than 37.5 Celsius degrees will not be allowed to take part in the ceremony.  

5. Ensuring the strict access of the participants in the ceremony with protection masks and monitoring the correct wearing of masks during the entire ceremony.

6. Supply with disinfectant substances based on alcohol in visible places at the entrance, in halls, sanitary units, in changing rooms and the festive hall of the Palace of the Republic.  

7. Ensuring the carrying out of the cleaning and disinfection of all rooms, including the festive hall, halls, sanitary groups, on the eve and by 3 hours before the ceremony.

8. Ensuring the circuits for the participants, so that agglomerations of people are avoided and the physical distance of 1.5 metres is observed by all participants in the ceremony.  

9. Ensuring the verification of the ventilation systems, air conditioners at the Palace of the Republic, their disinfection and exploitation in the regime and technical parameters established.   

10. Placing of armchairs/chairs in the festive hall with the observance of the distance of 1.5 metres in front, back and laterally.

11. The authorities from the public order sector and the authorities with control duties are instructed to continue supervising the observance by private people and legal entities of the measures of prevention and control of the COVID-19 infection.  

12. The present decision enters into force starting the moment of its issuance and is published on the Government’s official webpage.
