Moldova, Russia to sign arrangement on enforcement of joint agreement in social security sector

Chisinau, 22 December /MOLDPRES/ - The Health, Labour and Social Protection Ministry (MSMPS) of Moldova and the Labour and Social Protection Ministry of Russia will sign an Administrative Arrangement on the enforcement of the Agreement between Moldova and Russia on social security.
According to the government’s communication and protocol department, the role of the Administrative Arrangement is to establish the conditions and procedures of cooperation and communication between the authorities and institutions of the states-parties, in order to enforce the Agreement. Thus, it is envisaged the way of exchange of forms, documents and information necessary for establishing the right to payments of social insurances to people entitled.
The provisions of the Arrangement will give right to pension to the people who carry out of carried out labour activity in Moldova and/or Russia, even in cases when these people did not have a length of pensionable service minimally needed on the territory of Moldova of 15 years, but fulfill this condition by totaling the period of insurances in both contracting states.
The provisions of the agreement and arrangement create friendly conditions for the migrants from Moldova to return home, as when reaching the retirement age, they will be able to benefit, under the Agreement, from the rights of social security got in Russia, on the territory of Moldova. Respectively, these people, enjoying pension from one or both states, will have more sources for living.
At the establishment and calculation of the pension, each state will enforce the national legislation in the field. Both Moldova and Russia will calculate and pay the pension only for the periods carried out on their own territory, by applying the principle of proportionality.
