Strategy of development, management of public money extended in Moldova till 2023

Chisinau, 20 January /MOLDPRES/ - The term of implementation of the strategy of developing the management of public money 2013-2020 has been extended for a two-year period. The cabinet of ministers today approved an amendment of the Government Decision in this respect, the government’s communication and protocol department has reported.
The decision has the goal to maintain a consistent policy of public money’s management, through ensuring the full implementation of the specific development goals, all in the priority sectors. The extension of the Strategy’s term is needed in the context when, during 2020, the implementation of more activities provided for in the document was compromised because of the epidemiological situation in Moldova.
Therefore, specialists deep it as opportune continuing the carrying out of the actions envisaged, given that they are topical and including new measures in the Strategy, such as:
- development of the current information systems of public money management, of fiscal and customs administration, as well as elaboration of new systems/modules;
- development of systems of assessing the quality of services provided in the fiscal and customs sector, in the opinion of citizens and economic agents;
- implementation of modern programmes on training staff, in the field of internal audit and public procurements.
At the same time, based on the Strategy, decision-makers will improve the systems of planning fiscal, customs and financial controls based on the risk analysis, as well as will consolidate the international cooperation relations; they will also have the goal to improve the legislative framework in the field of planning and fulfilling the budget, through its connection to the European Union’s directives.
The costs estimated for the Strategy’s implementation on the period 2021-2022 are established in accordance with the Medium-term Budgetary Framework 2021-2023 and will be covered at the expense of the budgets of the competent authorities, as follows: for 2021 – 1,536.6 million lei and for 2022 – 1,527.8 million lei.
