Decision No 44 of 9 February 2021 by Extraordinary National Public Health Commission

Chisinau, 10 February /MOLDPRES/- Under Article 58 of Law No10/2009 on state surveillance of public health (Official Journal 2009, No67, art. 183), with subsequent amendments, following the analysis of the evolution of the epidemiological situation at national and international level, the Extraordinary National Public Health Commission notes that the situation epidemiological remains unfavorable.
Given that vaccination is a highly effective tool to prevent, control and eliminate infectious diseases that can endanger the life of every person;
Recognizing that vaccination is one of the most profitable investments in the health system, as well as one of the most effective public health interventions that facilitates access to medical services for the most vulnerable groups of the population;
To reduce the morbidity and mortality caused by COVID-19 by providing and timely administration of safe and effective vaccines against COVID19 to the population of the Republic of Moldova, the Extraordinary National Commission on Public Health,
DECIDES:
1. The National Committee for the Coordination of Anti-COVID-19 Immunization Activities is set up and its nominal composition is approved, according to the Annex.
2. The Committee shall be responsible for operational management of immunization at national level, in accordance with the provisions of the National Immunization Plan against COVID19, approved by Decision No41 of 13 January 2021 of the National Extraordinary Public Health Commission.
3. It shall be set that in case of dismissal of the committee members from the positions, their duties shall be carried out by newly-appointed persons to the positions without further decision.
4. The responsible public authorities and institutions, mentioned in the National Immunization Plan against COVID-19 shall ensure the proper and full execution of the actions in the field of competence.
5. The Ministry of Health, Labor and Social Protection shall ensure within the Committee the operational process for approving the coordination, information and communication activities.
6. The National Agency for Public Health will provide:
6.1. planning, organizing, evaluating and monitoring the anti-COVID-19 immunization process;
6.2. collaboration with the authorities: the Ministry of Internal Affairs, according to the competencies, especially with the General Inspectorate of Police, the General Inspectorate for Emergency Situations, the General Inspectorate of Border Police, as well as the Civil Aviation Authority, Customs Service to ensure the safety of vaccine batches at all the stages of receiving / transporting / storing / distributing them.
6.3. receipt, storage and distribution of the COVID-19 vaccine, according to the distribution approved by the Ministry of Health, Labor and Social Protection with its transport to the territorial subdivisions of the National Agency for Public Health under the conditions corresponding to the instruction in the vaccine batch;
6.4. distribution of vaccine doses, through the territorial subdivisions of the National Agency for Public Health and based on the available quantities of vaccine, to public medical institutions providing health care services;
6.5. review of national recommendations on the COVID-19 immunization process;
6.6. elaboration of normative and technical documents for ensuring the vaccination process against COVID-19; etc.
7. The Ministry of Foreign Affairs and European Integration within functional competences will organize, ensure and coordinate all procedural aspects related to donations from external partners, in terms of medical devices, equipment and consumables needed to reduce the risk of COVID-19.
8. The Office of Reintegration Policy will facilitate the necessary interaction and coordination on issues concerning the Transnistrian region through the dialogue channel of political representatives in the negotiation process on Transnistrian settlement and working groups on health care, with the participation of experts from both banks of the Dniester, as well as in cooperation with relevant external partners.
9. The Medicines and Medical Devices Agency jointly with the National Agency for Public Health will provide surveillance of post-immunization adverse events and ensure pharmacovigilance activities.
10. The National Medical Insurance Company will finance from the prophylaxis measures the expenses for covering the cost of vaccines and consumables, for the implementation of measures to reduce the risk of illness with COVID-19 infection within the available sources.

15. Failure to comply with the public health measures set out in the Decision is danger to public health and will serve as a basis for the prosecution of contraventions and / or criminal liability.
16. This Decision shall enter into force upon issuance and shall be published on the official website of the government.
