Moldova alignes to international standards on sanctions

Chisinau, 19 August /MOLDPRES/ - The government today approved a draft law on applying international restrictive measures. Enforcing in Moldova of sanctions adopted through resolutions of UN Security Council and the way of Moldova's alignment to decisions imposing international restrictive measures adopted by the European Union is not regulated by the law, says an informative note annexed to the draft.
Moldova became a UN member on 2 March 1992 and accepted the obligations set in the United Nations Charter. The latter sees that the international sanctions set up by the UN Security Council are legally binding for all member states, even in the absence of internal regulations. In these conditions, most UN member states were forced to adopt certain legislative and organisational measures for efficiently enforce these decisions.
The Foreign and European Integration Ministry notes that, besides the obligation to apply sanctions set up by the United Nations, Moldova has the right to create or align to international restrictive measures.
The draft is referring to institutional competences for each category of measures, list of international restrictive measures, procedure of coordinating, adopting, publishing, entering into force, amending and repealing.
The procedure on Moldova's alignment to the decisions of the European Union and other organisations on applying sanctions was regulated separately. The ministry refers to cancellation of official visits or boycotting international events, declaration of foreign citizens or stateless persons non grata or undesirable people. Also, it is about the restrictions on entering Moldova by persons, overflight restrictions, blocking funds and economic resources.
The Foreign and European Integration Ministry notes that "adoption of such a law is of special importance and cannot be postponed."
