Moldovan parliament approves draft law on IT parks

Chisinau, 21 April /MOLDPRES/-The parliament today adopted a draft law on the creation of IT parks. The document was backed by 58 MPs.

The new law aims to create the necessary conditions to boost up the development of the export-oriented informational technology industry and thus create new jobs with high added value, as well as attract both local and foreign investments.

“IT parks will be created through government decisions, carried out and promoted by the Informational Technology and Communications Ministry, at the initiative of legal or natural persons registered in Moldova. The latter will have to submit a motivated application and a feasibility study to this effect. The government shall create a state-body called "management", once the parks re created. the management shall use the compulsory fees paid by the parks' residents, in order to finance itself. The management shall also not interfere with the residents' economic activity," the draft law reads. 

A seven-per-cent single tax of the sales revenue, incorporated in the income tax from wages, as well as compulsory state social insurance contributions owed by employees and employers, mandatory health care insurance premiums owed by employees and employers, local taxes, real estate tax and road taxes are some of the facilities the draft law grants residents of the IT parks.

The document also provides for the exemption from customs and VAT taxes on imported monitors, computers, network equipment, component parts, as well as equipment and accessories needed to enforce the activities of the IT parks residents.  

The draft law on IT parks is part of the Strategy for Enhancing Competitiveness of the IT industry in 2015-2021.
