Word "citizen" to be excluded from Moldovan family code

Chisinau, 4 May /MOLDPRES/ - The term “citizen” will be excluded from the Family Code of Moldova and replaced by the word “person”, according to legislative amendments unveiled as a legislative initiative, approved by the government.
The initiative’s author, Liliana Palihovici, explains the need of this change by the fact that the civil status acts are state authentic documents, which confirm the deeds, events which influence the appearance, modification or ceasing of persons’ rights and duties, no matter whether they are citizens of Moldova.
“We ascertain that the Family Code ascribes these rights and duties only to the citizens of Moldova, which runs counter the law on civil status acts, where persons are beneficiaries of rights and duties coming from a civil status act,” Palihovici noted.
The replacing of the term ”citizen” by the term “person” is reasonable, in order to adjust the Family Code “to the provisions of the legislation in force; this amendment will extend the application of the concerned norms on all persons, no matter their status,” the notification says.
The law on civil status acts sees that the foreign citizens, stateless people and asylum seekers can demand registration of civil status documents in the same conditions as the citizens of Moldova.
The draft law will be submitted to parliament for consideration.
