Acting government to have limited powers in Moldova

Chisinau, 4 May /MOLDPRES/ - The government which provisionally exercises its duties will have less powers. Under the law on government, in case of PM’s resignation or election of a new parliament, the acting cabinet fulfills only duties of public affairs’ management, the government’s communication and media relations department has reported.
Also, the acting cabinet will have limited right to carry out the foreign policy and initiating projects in fields implying the working out and approval of new action programmes.
The acting cabinet will not be able to conclude international treaties, and till the new cabinet members take the oath, the acting prime minister will have no right to propose cabinet reshuffling, appoint or dismiss from office persons holding public or leadership posts, including high-level ones.
The new version abrogates the article on the prerogatives of the acting prime minister, according to which the latter has the same competences as a titular PM. The initiative that establishes the competences and activities banned for the resigning cabinet is in accordance with Constitutional Court’s decision.
The amendments made were developed based on an analysis of the practices in this sector from Romania, Serbia, Germany, the Netherlands, Spain.
