Moldovan PM demands assessing system of record, social payments, unveiling of report on population census

Chisinau, 11 May /MOLDPRES/ - Prime Minister Pavel Filip, in the beginning of a today’s cabinet meeting, tackled two subjects of social interest: efficiency of the information system of the National Social Insurances House (CNAS) of record and social payments, as well as a report on the outcomes of an inquiry of control of the population census, the government’s communication and media relations department has reported.   

“I have been informed that an information system, Social Protection, crucial for the record and payments made for the benefit of pensioners and other beneficiaries of social payments, was working at the National Social Insurances House. The elaboration initially cost about six million dollars. Subsequently, the system has been maintained, for more years, by private companies, for which CNAS annually pays impressive sums for support services. In 2014, two contracts amounting to 13 million lei were signed, in 2015 – two contracts worth 17 million lei, and starting from last April, a yearly contract of about 14 million lei has been already signed,” the prime minister said.    

In the context, Pavel Filip demanded that the State Chancellery, through the e-Governance Centre, and well as of the Information Technology and Communications Ministry, sets up a working group, due to assess the functionality of the CNAS’ information system, its cost-efficiency, as well as the security of pension system’s data.  

As for the results of the 2014 census, the prime minister referred to his demand to identify the reasons of an unjustified prolongation of the process of carrying out the census and call to account the guilty persons back at a working meeting of the National Commission for the Population and Housing Census from 22 March.   

“I’ve received the report by the National Statistics Bureau (BNS) on the internal inquiry and I want to say that it is a sterile one, with a superficial approach. At another meeting on 1 April, I demanded that, during one month, we should have the report with the analysis of the data of an inquiry of control of the census’ results. It is 11 May already today, and I have not seen this data as yet. I want to remind you that 78.5 million lei was spent to hold the census, and then another 8 million lei was additionally demanded to complete the works. We also see here an irresponsible attitude of BNS’ decision-takers,” Pavel Filip said.     

As a conclusion, the prime minister demanded that, in a three-day term, BNS director Marin Gospodarenco presents clear-cit explanations on the invoked subjects or otherwise render resignation. “We had an agreement from the very beginning that this will be the way of everybody who will have a superficial approach,” the prime minister said.
