Moldovan PM asks to speed up retirement reform

Chisinau, 13 May /MOLDPRES/- Elaboration of retirement reform and its implementation starting from 1 January 2017 was the topic of a meeting between Prime Minister Pavel Filip and heads of the relevant institutions on 12 May, the government’s communication and media relations department has reported.
The participants in the event tackled the current situation in the retirement system, existing risks, as well as the need to consolidate the efforts to speed up the reform process.
In the context, Filip said that the retirement system must become sustainable and equitable, meant to provide a decent living to all categories of beneficiaries, at the same time, opting for a complex approach by taking into account the demographic dynamics and possible risks.
“I want to create together a nucleus of all interested parties – public institutions, business environment, donors, which will generate a unique vision of reform, based on the best model of retirement system. I want very much to succeed implementation of this reform starting from 1 January 2017, no matter how great is the resistance, we will face”, he said.
Referring to the basic elements of reform, the premier supported the need to consolidate a sustainable social insurance system by gradually unifying conditions on the contribution period and retirement age, combating undeclared work phenomenon and wages in “envelope”. Also, Filip said he opted for setting a correct report between the contributions paid by citizen to the social insurance budget and the established pension. He also paid attention to increasing equity in pension system by focusing social payments on vulnerable categories, setting basic pension and covering minimum subsistence level for retirees.
At the end, the premier ordered to create a working group, which would meet regularly and present to the government a unique vision of reform, based on the best international practices and taking into account the existing realities and needs.
