Moldovan cabinet approves new energy law

Chisinau, 25 May /MOLDPRES/-The cabinet approved the energy draft law in new edition today. The draft provides for more notions, inclusively the rights and obligations of the regulation authority.

“The law has new provisions on the activity of the National Agency for Energy Regulation (ANRE) independent regulator, which will be inclusively entitled to apply financial sanctions to market operators and consolidate its transparency,” Economics Minister Octavian Calmic said during the meeting.

Previously, ANRE had the right to apply financial sanctions to energy enterprises that violated their obligations. However, the legal framework did not provide on the enforcement procedure of these sanctions. To observe the right to defense of the energy companies and to avoid potential abuses by ANRE, the draft law provides for an enforcement procedure of these sanctions.  

The draft law was coordinated and expertised by the European Energy Community, which came up with more proposals subsequently taken into account. At the suggestion of the Energy Community Secretariat, ANRE directors will be elected based on professional principles and criteria, through a contest organized by the parliament.

The energy draft law is to be examined by the parliament.
