Moldovan parliament approves state budget for 2025 in second reading

Chisinau, 19 December /MOLDPRES/ - The parliament today voted the Law on the state budget for 2025 in the second reading.
Thus, following the approval of an amendment, the salary of teachers who hold ranks will increase by up to 15.2 per cent against the current year, depending on the rank held. The holders of the higher didactic rank will benefit from the highest increases – by up to 2,016 lei. The policemen and rescuers, as well as the specialists from the National Inspectorate for Probation and the National Administration of Penitentiaries will enjoy salary increases as well. Respectively, about 170,000 employees of the public sector and 50,000 employees of the medical system will benefit from salary increases. The minimal salary in the public sector will be of 5,500 lei.
Also, starting from 1 May 2025, the minimal old age pension is scheduled to grow up to 3,300 lei for the people who have a full length of service of 40 years. As of 1 April 2025, the pensions and other social benefits will be indexed by 6.1 per cent.
The state budget revenues for the next year are planned to stand at 71.55 billion lei, up by 6.8 per cent against the revenues specified for 2024. At the same time, expenses worth 85.44 billion lei are envisaged. This figure is by 4.1 per cent higher against the sum specified for the 2024 year. The capital investments will grow by 18 per cent.
Allocations worth over 20.7 billion lei are provided for the social protection of the population, which accounts for 24.3 per cent of the state budget expenses. The quantum of the one-off childbirth allowance will increase to 21,350 lei. Also, the monthly allocation received by the rehabilitated victims of political repressions will grow too. As much as 120 million lei will be earmarked to increase the social benefits of the war veterans. The state budget also sees compensations for energy in the winter period for the vulnerable consumers. Also, the value of the guarantees provided through the First Home and First Home Plus programmes was increased from 3 billion lei to 4.5 billion lei.
Financial means worth over 205 million lei were allocated for the free of charge nourishment of the pupils from the 5th -9th forms of education institutions. As much as 147 million lei is envisaged for buses, computers, furniture in 20 model schools from all over the country. Also, technical projects will be carried out for the full renovation of another 15 schools. At the same time, at a proposal by MPs Radu Marian and Eugeniu Sinchevici, for the second reading, the lawmakers accepted a proposal to allocate 10 million lei for finishing the works of capital repair of the Centre of social innovation and co-working, provided to youth organizations for the consolidation of the capacities and extension of social innovation projects. Also, additionally, a sum of 30.5 million lei was allocated for the development of the performance sport.
As for the economy sector, the 2025 state budget provides for allocations of over 9.1billion lei, which accounts for 10.7 per cent of all state budget expenses. Eighty eight per cent of this sum is meant for programmes on development of the economy branch. Additionally, an amendment by MP Dorian Istratii was accepted, which implies the allocation of 50 million lei for backing the business environment and investors’ attraction.
According to estimations, the state budget for next year will result in a deficit of 13.89 billion lei, which accounts for 4.1 per cent of the Gross Domestic Product.
