PACE to carry out assessment report on Moldova’s legal system

Chisinau, 26 May /MOLDPRES/-Prime Minister Pavel Filip today held a meeting with the rapporteur of the Legal Affairs and Human Rights Committee of the Parliamentary Assembly of the Council of Europe (PACE), co-rapporteur for Moldova, of the German parliament’s Foreign Affairs Commission, Bernd-Bernhard Fabritius, the government’s communication and media relations department has reported.
During the talks, officials exchanged views on Moldova’s agenda of priority reforms, including in the justice, financial-banking and business environment, that the government is going to implement by 31 July 2016. In this context, Filip said the government would fulfill all the commitments towards its foreign partners and would consistently implement the reforms it had assumed. He also added that hopefully Moldova would sign a memorandum with the International Monetary Fund (IMF) in early July and unblock foreign funds.
“So far, with the help of parliament’s active mobilization and cooperation, we succeeded to progress with the implementation, and especially promotion of the legislative framework. In the justice field, we succeeded with the new prosecution law and integrity package. We also decreased administrative pressure in the investment sector and introduced a moratorium on state controls, as well as simplified procedures and decreased the number of permissive documents. We started carrying out a strategy to improve the situation in the financial-banking sector,” Filip said.
For his part, the EU rapporteur said the visit was designed to help him carry out a report on the situation of the Moldovan legal system, from the prospective of separation of state powers, which is included on the agenda of PACE’s Legal Affairs and Human Rights Committee. Moldova was chosen for this report as it is part of the Association Agreement and is also a key-country at the regional level.
“Analyzed subjects will focus on the independence of justice acts towards state institutions, political actors, business environment and also on the enforcement of the association agreement and EU’s necessary assistance in this respect,” the EU official noted.
The report is to be completed by late 2016 and will be debated by PACE’s Legal Affairs and Human Rights Committee.
