Moldovan PM says government increases fines only for drunk driving, salaries'payment "in envelopes"

Chisinau, 15 June /MOLDPRES/ - Prime Minister Pavel Filip, in the beginning of a today’s cabinet meeting, referred to a last week government decision on backing a proposal seeing an increase in the size of the conventional unit while calculating the fines stipulated in the Contravention Code and Criminal Code, the government’s communication and media relations department has reported.
Pavel Filip explained the need to return to the concerned subject by the fact that some people try to speculate on the subject in a populist way, thus manipulating the public opinion and distorting the sense of this initiative. The PM noted that the matter had undergone all procedures of consultation and was to undergo also another round of consultations in parliament, where adjustings would be made, if necessary.
“I believe that the subject itself is very important and should not be exploited through clumsy populisms. The fines should not be presented as taxes, as some people attempted to put it. The fines are for those who violate the rules and they will be paid only by those who infringe the law! If we have parties which encourage the violation of the law, may they get out openly and say this and not hide behind cheap manipulations. The fines have been increased only in two cases: for driving drunk, which presently kills people, and for the payment of salaries “in envelopes”. As for the rest, the conventional unit has been adjusted to the inflation level, and did not increase, but dropped. While in 2003, the conventional unit accounted for 2.2 per cent of the average salary on the economy, following the carried out amendments, the concerned unit is of one per cent of the average salary on the economy,” the PM said.
Pavel Filip reconfirmed the government’s determination to fulfill the goal which provided for more safety on streets, to make more responsible those who are tempted to violate the law, as well as to fight the phenomenon of corruption among those who levy the concerned fines, in order to combat lawless things.
