Moldovan cabinet rules to decrease number of institutions with control duties

Chisinau, 15 June /MOLDPRES/ - The cabinet of ministers at a today’s meeting approved adjusting and amendments to the normative framework, especially the law No 131 on state control over the entrepreneurial activity. According to the new provisions, the number of bodies with control duties will be essentially cut. Thus, only 11 control institutions will remain out of 33 ones recorded at present, as well as 5 independent regulators, the government’s communication and media relations department has reported.
The goal of the reform of the bodies with control duties is to diminish the administrative burden on the business environment, eliminate abuse situations, optimize and make more transparent the state control. “By this draft, we reduce the number of entities with control duties, ensure the predictability and transparency in carrying out state controls, which leaves no room for corruption,” Prime Minister Pavel Filip said.
The reform of the state controls system was initiated several months ago by establishing a moratorium on state control and approving amendments to the control procedures. Now, the institutionalized reform has been started, which regards all bodies with control duties in the field of entrepreneurial activity. The concerned decision was preceded by meetings with the business environment on the platform of the Economic Council. The business community backed and highly appreciated the draft, which has a considerable potential of improving the business environment.
An innovation of the reform represents tougher rules for those who initiate and carry out the control, as well as their tough sanctioning, including with fine, in cases of abuses. Another novation would the creation of councils for settling disputes within all control bodies, with the involvement of business community’s representatives.
At the same time, the reform implies the merging of control bodies according to the specific sectors and types of risks, with transparency of annual plans of controls, criteria of risks set, with a continuous process of analysis and assessing of risks, and even the slightest doublings of the areas of competence will be excluded.
The draft law on state control over the entrepreneurial activity is to be submitted to parliament for consideration and adoption.
