Moldovan parliament passes draft law on budgetary, fiscal policy for 2016

Chisinau, 17 June /MOLDPRES/ - The parliament has adopted the draft law on the budgetary and fiscal policy for 2016 in the final reading by majority vote. More amendments were made after the draft had been considered in the first reading.
Thus, the MPs gave up the 15-per cent increase in the quotas of land tax for the lands used on farming purposes and the tax on vehicles, which was to replace the road tax. The quota of the excise duty on the filtre and non-filtre cigarettes, in order to gradually adjust it to the level of the countries from the region, will increase up to 300 lei +12 per cent, but not less than 400 lei per 1,000 cigarettes, against 250 lei +17 per cent, as was initially proposed, and the excise duties on non-filtre cigarettes were increased from 50 to 60 lei.
“The lawmakers exclude the norms dealing with the increase in the quotas of excise duties on imported transport means and the size of the road tax on the vehicles that were not matriculated in Moldova,” the head of the commission for economy, budget and finances, Stefan Creanga, said. The tax on the use of roads by the vehicles registered outside Moldova was to be increased more than thrice.
Also, the lawmakers improved the concept of the tax on wealth for private persons owning real estate. In particular, the MPs said that the tax referred to real estate (except for landplots), owned in Moldova, with an area of 120 square metres and a value exceeding 1.5 million lei. The taxable base of real estate represents the estimated value of these assets, assessed by territorial cadastral bodies. The quota of the tax will stand at 0.8 per cent and will be applied on the taxable base.
At the same time, the parliament excluded from the draft the provisions on the licence of entrepreneur, as a new concept is to be worked out.
As for excise duties, the quotas of excise duties set in fixed sums are expected to be increased by adjusting them to the inflation rate forecast for 2016 (10.5 per cent). Also, the lawmakers are to increase the quotas of excise duties on the oil products imported and/or delivered on the territory of Moldova.
