Moratorium on state controls prolonged by three months in Moldova

Chisinau, 29 June /MOLDPRES/ - The government, at a today’s meeting, approved the extension of the moratorium on state controls by another three months starting from 1 July 2016. The measure is meant to ensure friendly conditions for developing the business environment and prevents abuses and groundless verifications as concerns the entrepreneurs, the government’s communication and media relations department has reported.
At the same time, the PM noted that there was a good evolution of solutions proposed to improve the way the relation state-business environment works: “To have an attractive business environment is not only a commitment we took before our partners, including through the Roadmap, but it is, first of all, a bet with ourselves. All possibilities for Moldova’s development start from here. Having a friendly business environment, we will be able to attract investments, pay salaries, collect taxes to the state budget and pay the social allowances,” Prime Minister Pavel Filip also said.
Referring to the importance of the decision taken, the PM highlighted that the moratorium set in early 2016 had not harmed the country’s economic system, but on the contrary, facilitated the carrying out of the work of entrepreneurs in Moldova. At the same time, the prolongation of the moratorium is aimed at backing the reform of the system of state controls and will allow business people working without pressures, till the legislative amendments promoted by the government enter into force. “This does not mean a full relaxation of the business environment, we have the goal to create a predictable and transparent system of carrying out state controls. After we give the final touches to the mechanism of carrying out controls, we will check the work of the business environment also on the period of the moratorium, having at the basis transparent and predictable rules,” the PM added.
On the period of the moratorium, controls may be carried out only in situations of danger for life, health, public order, economic security or for the environment.
We remind that, in the beginning of his mandate in the office of prime minister, Pavel Filip asked for setting a moratorium on controls carried out by state bodies subordinated to the government.
Besides, the cabinet of ministers worked out and approved more amendments and completions to the legislation, in order to ensure transparency and optimize the state control, including by cutting the number of institutions with control duties, permissive acts and diminishing the administrative burden on the business environment.
