Moldovan government approves strategy of public administration reformation

Chisinau, 6 July /MOLDPRES/ - The government today approved the strategy of public administration reformation for 2016-2020. The document ensures modernization of state institutions and creates the needed pre-requisites for a sustainable and lasting development of Moldova, the government’s communication and media relations department has reported.   


The strategy regards five dimensions of the public administration, namely: enhancing administrative responsibility; optimizing the process of developing and coordinating public policies; improving public services; modernization of the public money management, public service and human services.   


A special importance in implementing the reform will be paid to optimizing the way the public administration provides services to citizens, including aspects in terms of placement, cost, speed and their quality. At the same time, the number of public services provided by electronic means is to be increased, and the authorities will act based on transparent procedures, in line with European standards.

The document approved differs from the previous policies on reforming the public administration by the fact that it does not boil down only to the central public authorities, but also regard the local ones as well. At the same time, the strategy provides for more coordinated rules of monitoring, stricter terms and verifiable indicators. The promoted act contains a detailed description of the present situation, as well as the goals set for each direction of reformation, focused on creating accessible public services for all categories of beneficiaries


The strategy is to be implemented in two stages: 2016-2018 – during which emphasis will be put on reforming the central public administration authorities, and 2019-2020 – which concerns the local authorities’ reformation.
