Proposals on amending Moldovan audiovisual code to be discussed at public debates

Chisinau, July 20 /MOLDPRES/ – Proposals to amend the current Audiovisual Code and the draft new Code will be subject to broad public debate, with participation of experts. The Moldovan parliament will hold public discussions titled "Propaganda and local product - challenges of Moldovan media space." The initiative belongs to Parliament Speaker Andrian Candu, the parliament's communication and public relations department has reported. 

The talks will concern proposals to amend the Code in force, the provisions of the new Audiovisual Code, passed by Parliament in first reading, as well as a number of challenges the  media market of Moldova is facing - support and development of national audiovisual products, counteracting external information propaganda, protecting the national information space. 

Moldovan MPs, national and international media experts, representatives of media outlets, civil society and development partners were invited to the debates.  

"The expected event will bring together at the same discussions table authorities, media experts, journalists, representatives of civil society, so that the best European practices be taken over by our country and be included in the new Audiovisual Code. The conclusions of the debate will be implemented to enhance the information security of Moldova and create optimal conditions for developing local television production. Both the proposals amending the Audiovisual Code in force, as well as provisions of the new code must be balanced and provide sufficient leverage for the development of the Moldovan media space," said Andrian Candu. 

The debates will take place on Tuesday, 26 July 2016, starting from 14.00, in the conference room of the hotel "Radisson Blu Leogrand". Participants can confirm participation in the event by e-mai: [email protected] or by phone 022 82 03 90.

Two legislative initiatives amending and completing the Audiovisual Code were recorded in parliament: draft No. 125 from April 2, 2015 (signed by a group of Liberal Party MPs) draft No. 218 from May 22, 2015 (signed by a group of Liberal Democratic Party and Democratic Party lawmakers). After the concerned bills had triggered more discussions, Parliament Speaker Andrian Candu ruled to submit them to the Council of Europe's Venice Commission, the Human Rights Organization "Freedom House", the OSCE Representative on Freedom of the Media for expert examination. Thus, in September 2015, the aforementioned international institutions  formulated and submitted to Parliament a number of conclusions and recommendations on the draft laws, meant to ensure observance of the freedom of expression and pluralism of opinions, in the light of the provisions of the European Convention on Human Rights and other international standards.  

The new Audiovisual Code draft has not yet been submitted to competent international institutions for expert consideration.
