Trade activity can be started only based on notification sent to local public authority in Moldova

Chisinau, 28 July /MOLDPRES/ - The amendments made to the law on domestic trade essentially simplifies the procedure of starting the trade activity, diminishes the time, as well as the costs borne by entrepreneurs up to 40 million lei annually. Deputy Economics Minister Vitalie Iurcu made statements to this effect at a news conference today.
The deputy minister stressed that, by applying the new amendments, the number of permissive acts was decreased and the procedure of starting a business was simplified, the time needed to get permissive documents was shortened from 70 days to 15 days at the most. “Through the notification, the enterprise will inform local authorities on the location area and planned activity. Concomitantly, the enterprise will declare, on its own responsibility, that it meets the requirements for carrying out the trade activity and will take obligation to observe the provisions of the legislation,” Iurcu noted.
The official also said that the amendments removed the gaps from the present legislation and introduced more efficient regulations in the domestic trade sector. “The reform promoted by the Economics Ministry in the domestic trade sector will have an immediate and visible beneficial impact on entrepreneurs. At the same time, the reform will allow creating a friendly environment for business at the level of local public authorities,” Vitalie Iurcu said.
The director of the World Bank’s project on reformation of the investment climate in Moldova, Lily Begiashvili, said that the new amendments operated to the law on domestic trade represented just an important step of Moldova’s authorities towards simplifying for citizens the procedure of launching a new business, as well as a good opportunity to exclude the corruption phenomenon.
“The World Bank Group has helped Moldova replace the trade authorizations by a simple procedure of notification, using opportunities of the project on reformation of the investment climate in Moldova and the Competitiveness Enhancement Project II (CEP II). WB will further back the Moldovan government in implementing the provisions of this law, contributing essentially, for instance, to creating of the single online desk,” Lily Begiashvili added.
