Moldovan parliament increases conventional unit from 20 lei to 50 lei

Chisinau, 29 July /MOLDPRES/ - The conventional unit has increased from 20 lei to 50 lei, under legislative amendments adopted by the parliament today.

The amendments’ authors said that the conventional unit worth 20 lei had been established back in 2002 and had remained unchanged till present, and the unit’s application was disproportionate with the seriousness of the offence committed. “The present amendments provide for increase in the conventional unit up to 1 per cent from the average monthly salary on economy, forecast by the government for the year when the offence was committed. Thus, in 2016, this conventional unit would equal 50.5 lei,” the document reads.  

The new amendments also see that the size of the fine for private people is established at 500-3,000 conventional units, and for the offences committed from material interest – up to 20,000 conventional units, taken as basis the size of the conventional unit at the moment when the offence was committed.

“At the same time, when the convicted person ill-willingly evades the payment of the fine set as principal or complementary punishment, the court may replace the unpaid sum by imprisonment within the limits of the terms of the maximum punishment, provided for in the concerned article of the special part of the present code. The sum of the fine is replaced by imprisonment, with one month of staying in jail calculated for 1000 conventional units,” the document reads.    

At the same time, if the convicted person is not able to pay the fine established as principal or complementary punishment, the court may replace the unpaid sum by non-remunerated labour for the community. Sixty hour of this unpaid work is calculated for 100 fine conventional units.

The present law enters into force in three months upon the date of publication. The administrative cases started till the entrance into force of the present law will continue being instrumented according to the competences set in the law in force at the moment when they were initiated.
