MoldATSA accounts at Eurocontrol unblocked

Chisinau, 4 August /MOLDPRES/ – The accounts of the State Company MoldATSA, in charge of directing the airplanes that fly over the airspace of Moldova, at Eurocontrol have been unlocked, after the court from Belgium took a decision to this end, the Transport and Roads Infrastructure Ministry's communication and information service has reported.

The seizure was lift completely and Eurocontrol is to quite soon release all financial means. Also, the court obliged the Ukrainian company Komstroy (the successor of Energoalians company) to pay to Moldova a compensation worth  5,000 euros.

In early July 2016, the amount of funds blocked in Belgium stood 5,913,038.47 euros. Seizure was laid on the Moldovan company’s accounts on April 16, 2016, after on October 25, 2013, the International Commercial Arbitration from Paris had obliged Moldova to pay 47 million dollars to Energoalians company. The money would represent debts and penalties accumulated by the state company Moldtranselectro for the electricity delivered by the Ukrainian company 16 years ago.

In last mid-April, the Justice Ministry informed that Moldova had won the dispute with Komstroy company, which lasted five years. Moldova's budget "was threatened to lose about 593 million lei, - money claimed for investments made, percentage to the latter, as well as 540,000 dollars – charges for the services of lawyers and the arbitrators' fees."

According to the final decision, it was found that ad hoc arbitration tribunal, previously convened in the French capital, had no right to take that decision and serious infringements were made when settling the litigation.

The State Company MoldATSA in last September informed about the crisis at the leading provider of air navigation from Moldova. "In April 2015, following the decision by the Brussels court, in the action at law "Komstroy vs Moldova", the financial means of MoldATSA in Europe were blocked, and this did not have a direct or indirect relation with this case, so the Moldovan company became a victim of the judicial system. Thus, the state company, the only one in charge of air traffic control in Moldova, remained without the main source of income, which could result in the blocking of the air traffic guidance system in a short time," reads a press release of the institution.
