Moldovan cabinet approves amendments to legislation on civil service

Chisinau, 17 August /MOLDPRES/- The government approved during a today’s meeting a string of amendments to the legislation on civil service and status of staff in public dignitaries’ cabinet. The new provisions are meant to ensure optimization of authorities’ activity and create better conditions for continuous development of civil servants, the government’s communication and media relations department has reported.
Under the document, the head of public authority jointly with employees can set individual programs of work with flexible regime, provided that 40 hours- workweek should be observed. At the same time, the ads on vacancies are to be obligatorily published on the government portal and if needed, in periodicals.
In case of liquidation of authority or reducing position, the civil servants who cannot be transferred to another position will receive allowance for unemployed equal to an average monthly wage and one-off allowance set depending on internship in public service. Thus, people having work experience in public service from 2 to 7 years will receive two average monthly salaries, those with working length from 7 to 15 years – four average monthly wages and those working over 15 years will receive six average monthly wages. At the same time, upon release from office, the staff in cabinet of public dignitaries will receive two salaries and not six, as it is now. In both cases, the allowances will not be offered to employees working less than two years in public service or benefitting from pension.
The cabinet also approved increasing the period for applying disciplinary sanctions on suspension of the right to be promoted in the position from one year to two years, whereas disciplinary offenses of senior civil servants will be considered by a special commission, created by the premier.
The draft is to be submitted to the parliament for consideration and adoption.
