Moldovan Ministry of Education prohibits illegal money collection in its institutions

Chisinau, 10 September /MOLDPRES/ – The Ministry of Education prohibited managers, teachers, and parents, to collect illegal money to purchase textbooks, child nutrition, create groups with extended hours etc. in general educational institutions in Moldova.
Minister of Education, Corina Fusu said at today briefing that, related to this, on 7 September were issued regulations to avoid attempts to collect illegal money, to empower teachers, managerial, local authorities in education, but also parents.
"Most complaints from parents have been made across from collecting money for renting or purchasing textbooks. In these circumstances, the ministry informs all parents that pupils receive I-IV forms textbooks for free, without paying any rental fee, while ABC-book is offered as a gift to all children in the Ist form. The rental scheme of textbooks is distributed for pupils of secondary schools and lyceums. Fee rent is not determined arbitrarily by teachers or principals, but is annually approved by the Minister of Education," stated the official.
At the same time, Fusu said that school is not allowed to organize groups or classes with meditation hours, and private lessons conduct is strictly prohibited. Also, in institutions where there are no parents’ associations can not be collecting money for the school funds, classes funds or other organizations. Creating associations is only the desire and initiative of parents, and joining them is voluntary. "Acting within legal associations must be registered with the Justice Ministry or local government bodies of Moldova," the minister said.
In this context, Corina Fusu said that "managers and teachers can collaborate with associations, but in no way may require parents to raise money for schooling or personal needs. There are no laws that would admit or recommend collecting sums of money for purposes other than those provided by law."
The Ministry of Education and the National School Inspectorate will perform in September – October, unplanned inspections in schools and kindergartens of Moldova, in order to prevent similar cases.
From 2015 till present, the National School Inspectorate received three complaints for illicit money collection. Also, related cases were reported in press and on the Internet.
