Moldovan economics ministry proposes carrying out state controls only as exception

Chisinau, 29 September /MOLDPRES/ – Referring to 30 September deadline of moratorium on making of state control, the Ministry of Economy suggests the state checks on spot to be performed like an exception.
According to the Ministry of Economy’s press service, the Ministry proposes that the control bodies to decide state controls on spot and continue applying the same criteria for making exceptional control provisions of Law no. 18 of March 2016 related to the moratorium on state control. So, out spot inspection body is to be held only when there is imminent danger to life and health, economic security of the state and the environment and if those situations can not be solved outside the verification on spot.
At the same time, the specialists of the Ministry of Economy consider that similar approach will continue to ensure a favorable environment for economic activity, thus eliminating the risk of a sudden and undue pressure on them.
Following an analysis of the effects of extending the moratorium on state control, the Ministry of Economy found that between 1 July – 28 October this year, control authorities have submitted 70 requests for initiation of state controls on spot, six fewer than the previous period. Totally, 266 submissions filed aimed at businesses that were to be subjected to control procedures by site visit.
The ministry issued 69 decisions, out of which 36 were to reject the initiation of the spot check and approach 33 on admission, out of the total number of the filed application requests.
The State Tax Inspectorate is the institution with the most requests approved the initiation of state on spot control (24), followed by the State Environmental Inspectorate and the Financial Inspection (3 decisions for each).
The moratorium on state control was established by the Government on 1 April 2016, initially for 3 months and then it was extended for 180 days, until 30 September 2016.
