Moldovan government approves new rules of public procurement system's work

Chisinau, 13 October /MOLDPRES/ - The government, at a meeting on 12 October, approved a string of documents aimed at reforming and backing the development of the public procurement system in Moldova for the next four years, Strategy 2016-2020, and an action plan on the strategy’s implementation, the government’s communication and media relations department has reported.   

Under the Strategy, the reform will comprise the legislation’s approximation to the EU Directives in the sector, reorganization of the Public Procurement Agency and setting up of a National Agency of Appeals Settlement. Also, the Strategy sees introduction of an electronic system of acquisitions, as well as strengthening the capacities for the contracting authorities and civil servants involved in the public procurement process.     

The document includes also measures to fight corruption in the system, which is one of the government’s goals. Thus, maximum transparency will be ensured at all stages of the public procurement process; concomitantly, diverse control mechanisms will be functional, including risks’ identification systems.   

The Strategy’s implementation will provide a functional, transparent and fair  system, which will enjoy the confidence of the citizens and international community in the public procurement system in Moldova.   

The 2016-2020 Strategy of public procurement system development is worked out in line with the requirements of the Moldova-EU Association Agreement and other international accords the country is party to.
