Moldovan government earmarks about 18 million lei to support farmers from Dubasari

Chisinau, 27 October /MOLDPRES/- Two government decisions on financially supporting farmers from Dubasari district and on solving burning issues of development in settlements in Security Zone were approved at a cabinet meeting held on 26 October, the Bureau for Reintegration has reported.
Thus, a government decision on providing direct payments for landowners in 2016 was approved. It sees to earmark 7,986,520 lei from the reserve fund for partly compensating some losses incurred by the landowners from Dubasari district, by distributing the means in direct payments worth 1229.68 lei/per hectare, in line with the regulatory procedures set by the Dubasari district council.
The action is meant to support those farmers having considerable material damages since 2013 and till now, in terms of when representatives of Tiraspol institutions illegally restrict the access to the lands.
Similar allocations were distributed in the previous years. For example, under the government decisions No 836 of 08.10.2014 and No 859 of 18.12.2015, they amounted to 11.94 million lei and respectively, 7.98 million lei.
The area of these lands is 6494.80 hectares, which represents 42 per cent of the total surface of the lands in the district.
A government decision on approving programme of activities on country’s reintegration for 2016 was approved too. It sees financing activities on developing and modernizing the educational and medical institutions, restoring and strengthening public services at local level, street lighting, as well as other activities related to the governmental goal on country’s reintegration.
Under the regulations on the way of selecting and recording the projects within the programme of activities on country reintegration, approved by a government decision No 131 of 21.02.2014, in 2016 a contest was held to assess over 100 project proposals, submitted by the local and central public authorities.
Out of them 44 projects have been selected, which met the criteria, and which will be carried out by beneficiaries before closing the budgetary exercise in 2016, by earmarking the financial means approved at level of the Finance Ministry.
It is worth mentioning that since 2011, annually according to the law on state budget, budgetary allocations are provided for activities of country reintegration, beneficiaries of which are the local and central public authorities, which elaborate and implement projects contributing to:
- Confidence building measures between the people of both banks of the Dniestre.
- Promoting programmes (actions) on community development and regional partnership in the Security Zone and in settlements in the left bank of the Dniestre.
- Renovation and modernization of key social institutions (educational, social assistance, medical, sports, cultural-artistic)
- Improving local infrastructure
- Solving the burning issues at local and regional level
- Increasing quality of public services and their profitability.
In 2011-2015, 8 similar programmes were implemented, about 57 million lei being earmarked for carrying out 193 projects.
